A tax avoidance scheme?

Recently multinational organisations such as Amazon and Google have caused controversy in the media and in the House of Commons through legally avoiding tax. I was interested to read articles in Electronicjuice (2013;291:587) and Clinical Pharmacist (2013;5:279) concerning how hospital trusts could avoid paying VAT on medicines through provision of homecare or delivering outpatient services through a third-party pharmacy supplier.

From my understanding of these initiatives, the main driver has been the resulting savings made through no VAT being paid on medicines.

How confident do we feel as a profession that these schemes will not suffer the same controversy as other legal tax avoidance schemes?
